Convert JPG images to PDF
Combine JPG photos into a single PDF, reorder them by drag and drop, and control page size, orientation, margin and how each image fits.
- Runs in your browser
- Files are never uploaded
- Free, no account
Add as many images as you like — they become pages in the order shown, and you can reorder or remove any of them before exporting.
How to convert JPG images to a PDF
- Drop your photos onto the box above, or click to browse. Select as many as you like — they are decoded on your device, not uploaded.
- Put them in order. Drag a card onto another position, or use the arrow buttons on each card, which work with the keyboard too.
- Choose a page size. Auto makes every page exactly the shape of its image; A4 or Letter gives every page identical dimensions.
- Set the orientation, margin and fit mode if you are using a fixed page size.
- Press Create PDF, then download. Change any option and press Rebuild to try again without re-adding the images.
Fit modes, in plain terms
| Mode | What it does | Side effect | Use it when |
|---|---|---|---|
| Fit | Scales the image down until it fits inside the margins | White space on the shorter side | Almost always — nothing is lost or distorted |
| Fill | Scales up until the page is fully covered | The overflowing edges are cropped away | You want edge-to-edge pages and can lose the borders |
| Stretch | Forces the image to the exact page box | The aspect ratio changes — people look wider or thinner | Rarely; only when the source is already the right shape |
Page size reference
| Page size | Millimetres | Inches | PDF points |
|---|---|---|---|
| A5 | 148 × 210 | 5.83 × 8.27 | 421 × 595 |
| A4 | 210 × 297 | 8.27 × 11.69 | 595 × 842 |
| A3 | 297 × 420 | 11.69 × 16.54 | 842 × 1191 |
| Letter | 216 × 279 | 8.5 × 11 | 612 × 792 |
| Legal | 216 × 356 | 8.5 × 14 | 612 × 1008 |
| Tabloid | 279 × 432 | 11 × 17 | 792 × 1224 |
Is the image quality reduced?
No. A JPG is already compressed with a codec that PDF understands natively, so the file's bytes are copied straight into the document. There is no decode and re-encode step, which means no generation loss: the page is exactly as sharp as the original photo, and the PDF is roughly the sum of the input file sizes.
There is one exception. Phone cameras often store a photo sideways and add an EXIF orientation tag telling viewers to rotate it. PDF has no equivalent tag, so an image like that would appear on its side. When we detect a rotated tag we bake the rotation in and re-save at quality 94, which is visually indistinguishable but technically a re-encode.
What people use this for
- Expense claims — a folder of receipt photos becomes one PDF that finance systems accept.
- Applications and ID — passport, licence and certificate scans combined into a single attachment.
- Portfolios and proofs — a set of images delivered as one paginated, printable document.
- Homework and handouts — photographed pages turned into something a teacher can annotate.
- Archiving — a shoot bundled into one file with consistent page dimensions.
Because everything runs in your browser, none of those documents — many of which contain names, addresses, card numbers or medical details — are sent to a third-party converter. If you need a mixed batch of formats, use Images to PDF, which also accepts PNG and WebP.
Questions
Does it keep my photos at full quality?
Yes. A JPG is embedded into the PDF byte-for-byte, with no re-compression, so the pages are exactly as sharp as the originals. The only exception is a photo with a rotated EXIF tag, which is re-saved upright at quality 94.
What is the difference between Fit, Fill and Stretch?
Fit scales the whole image inside the margins and leaves white space on the short side. Fill scales it up until it covers the page, cropping the overflow. Stretch forces the image to the page box and distorts its aspect ratio.
How do I change the page order?
Drag any thumbnail onto another position, or use the arrow buttons on each card — those also work with the keyboard, so you can reorder without a mouse.
Should I use "Auto" page size?
Auto makes each page exactly the size of its image, which avoids all white borders and is ideal for screenshots or artwork. Choose A4 or Letter when the result will be printed or filed alongside other documents.
Are the photos uploaded?
No. Decoding and PDF assembly both happen in this tab with pdf-lib, so the images never leave your device — which matters for passports, receipts and ID scans.
