The server is returning only the byte range the client asked for.
What causes it
- A video player seeking within a file.
- A download manager resuming an interrupted transfer.
- A client sent a `Range` header.
How to fix it
- The response must include `Content-Range` and, for a single range, must not include a full `Content-Length` of the whole file.
- If seeking does not work in a `<video>` element, the server is probably ignoring `Range` and returning 200 with the whole file.
